"Alles im grünen Bereich" - "Climate change and winter sports" are the subjects of the first European Cartoon-Contest "Winterberger Winterspott 2007/08".
All representatives of the funny and critical art can let their imagination run wild.
In the course of the Cartoon Contest a committee of experts will select the best motives of the submitted works and assign awards totalling to app. 10 000 Euros.
This Cartoon-Contest will take place in the German town Winterberg (Sauerland) - known for its winter sports and trekking tours.

The subject is "climate change and winter sports". The format of the cartoons should be within DIN A5 and A3. The painting - or drawing techniques are optional.

The 8th Tehran Cartoon Biennial - Iran

The 8th Tehran International Cartoon Biennial organizing committee invites cartoonists from all over the world to participate in this contest.
Regulation:
1) The contest is open to all cartoonists.
2) The contest will be in four categories:
A- Cartoon (Two Sections) Theme: 1. Money 2. Free.
B- Comic strip, theme: Bad luck.
C- Caricature, theme: Free. Special Prize theme: Luciano Pavarotti.
3) THE PRIZES:
Grand Prize: 8000$, Trophy and Honorable Mention (The main cartoon theme)
First Prize: 2000$, Trophy and Honorable Mention
Second Prize: 1500$, Trophy and Honorable Mention
Third Prize: 1000$, Trophy and Honorable Mention
The first to Third Prize will be awarded separately for each section of the contest.
The jury panel of the 8th Tehran Cartoon Biennial will also award 10 selected artists with Honorable Mentions.
Special Prizes will be offered by various Sponsors, Establishments, Associations, Newspapers and Agencies.
4) A maximum of 3 works in each section can be submitted by the participating cartoonists.
5) The dimensions of works should not exceed the minimum 20x30 cm and maximum 30x40 cm.
6) Comic strip must be presented in one page and without any words.
7) Only original artworks are accepted, without any kind of frame, accompanied by the entry form and author's short biography and photo.
8) Quality prints of works achieved by digital tools will be accepted as originals as long as they are hand signed by the author, accompanied by the digital file of the artwork in Tiff format with 300 Dpi resolution on a CD. No photocopies or photographs will be accepted.
9) Name, surname, address, phone number and e-mail of the participant should be written on the back of each cartoon
10) The choice of technique is free, color or B&W and etc.
11) The deadline: October 22, 2007 Depending on the posting date.
12) The participating cartoons will not be returned.
13) All cartoonists whom their cartoons are published in the catalogue will receive a free copy.
14) The organizers will do their best to protect all submitted cartoons from any probable damage, but takes no responsibility of the damages caused by post or bad transport.
15) The organizers hold all the rights to publish the cartoons submitted to the contest and use them in any from.
16) All participants are considered to accept all the conditions.

Nature & Man Cartoon Contest - Turkey

THE PARTICIPATION CONDITIONS FOR INTERNATIONAL CARTOON CONTEST NATURE & MAN
SUBJECT : Nature and Man
The subject of the year 2007 : Global Climate Change and Our World.
The Association of Cartoonists, TEMA Foundation and Cartoon Publishing organize this contest aiming to direct people for focusing more on this matter by describing through cartoons that mankind will sooner or later face these dangers and by focusing on their probable results and also aiming to create an attitude and behavioral change in the society in order to slow down this process.
The contest is open for all the amateur and professional cartoonists.
The cartoons may be published or awarded.
Technique is free. Can be color or black and white.
The size is A4 (21 x 29.7 cm).
Contestant cartoons can be sent only through internet.
Awards: By the end of each month, the best 3 cartoons of that month will be selected and 20 saplings will be planted in Tekirdag Memorial forest on their behalf. An introductory sign will be erected on the plantation region.
The works that are sent to the contest will be exhibited through internet.
By the end of the year, the awarded works and works determined by the selection committee will be collected in a CD and will be sent to the authors of the works as free of charge.
The cartoons of the contest, whether awarded or not, may be exhibited in the introductory announcements of the contest and they can be published in books, magazines, posters, postcards.
Copyrights will not be paid to the authors of the works for these publications. In case they are used for other purposes or by third parties, then permission will be obtained from the author of the work.
Those who send their works to the contest, will also indicate whether they can be used or not, on t-shirts to be produced by TEMA Foundation's Economic Management in order to obtain revenue.
The utilization rights of the works are for Turkey.
The artists participating in the contest will be deemed to accept all the participation conditions.
This contest is organized by the Association of Cartoonists, TEMA Foundation and Cartoon Publishing. Since environmental disasters are continuous, our contest will also continue without interruption.

CineCartoon International - Turkey

CineCartoon International Cartoon Competition is organised in Turkey by International Izmir Short Film Festival and 35 Izmir Film Festival. It is planned to keep this competition annually as a tradition within the festival. Competition is open to all professional and amateur cartoon artists from all countries. The exhibit to be held this year has a theme on "cinema and woman".
General Info
1.Original works should be sent to the competition. If the cartoons are sent as a computer output, it should have original signature (wet signature) on it. Photographs, photocopies, etc. won't be accepted.
2.The size of the cartoons to be sent can not exceed A3 paper (29,7 x 42 cm).
3.CinCartoon organisation is not responsible of any damages or losses during transport or on mail.
4.Exhibition is open to professional and amateur artists.
5.To apply, the online entry form should be filled in. A short biography and a photograph of the artist should be sent along with the original work. Otherwise the application won't be accepted.
6.Cartoons should be sent to the festival as scanned at least 300 dpi, jpg format. The maximum file size is 10MB. The address to be sent is info@cinecartoon.net.
7.Selection Jury; Cem Koç (The Association of Cartoonists, Izmir Correspondant), Kayhan Kirmizigul (IISFF President), Mehmet Aslan, Murteza Albayrak, Eray Özbek.

Zlatkovsky exhibit in Turkey

Zlatkovsky exhibition in Turkey
Anadolu University Museum of Cartoon Art is displaying Mihail M. Zlatkovsky's works in Turkey. There are 60 cartoons in the exhibition about problems in human life by the world-famous Russian artist. They will be on exhibition between Sep 26 - Oct 22, 2007 at: Anadolu Üniversitesi Eğitim Karikatürleri Müzesi, Akcami Mh. Malhatun Sk. No: 6 Odunpazarı ESKİŞEHİR / TURKEY.
The opening ceremony is at 17.30 on Wednesday, Sep 26, 2007.
MIKHAIL M. ZLATKOVSKY
Was born in August, 21, 1944 at village of St.Christopher, Tambov region in a family of The Red Army officers. The family legend says that Russian branch of Zlatkovskies is from a Polish nobility traced back to the end of XII century. After suppression of Kostyushko' rebellion, (end of XVIII century), the great-great-grandfather of the artist was banished to Russia. All men in the family were a sort of priests: before 1831 - Catholics, after - orthodox priests in the Oryol province, European part of Russia.
The grandfather, Kozma Mikolajevitch, did not accept "Sergijanski's heresy" and served secretly as a priest of Russian Cave Church for fourteen years. He was executed on November 26, 1937. The father, Michael Kuzmitch, a colonel, a professor, and a doctor of the military sciences. Being 7 years old, he has officially refused from his father, then from his son at his 72.
Mikhail Zlatkovsky was graduated from Moscow Engineering-Physical Institute (Nuclear Physics Dept.) in 1967 with major in Accelerators of Elementary Particles and worked as the physicist-researcher for 5 years.
In 1971 throw out physics and became a free-lance artist.
Worked as the Chief-Art-Designer in several leading newspapers and magazines. In 1993-98 used to live in the USA, where was Chief-art director of newspapers.
Now the Editorial Cartoonist of the daily all-state newspaper "New Messages ".
Primary activity: political cartoons and caricature, books and magazines illustration, posters.
The basic direction in creativity: "sense art, "problems graphics".
Art-research scientist of the State Institute of Art, where has prepared the thesis for a doctor's degree "The History of the Russian Cartoon", and wrote text books "The Theory and Practice of Images Creation".
During 1999-2001 term took the professor position at The Moscow State University, department of the art journalism.
Secretary of the Russian Journalists Union
During 18 years (till 2001) his collection of the art awards was the biggest all over the world – 211 prizes of the international and national competitions of cartoons, animations, posters, designs, illustrations, among its there are about 50 Grand prizes - "Gold Esope " of Gabrovo, Bulgaria, Grand prix of Montreal, Canada, "the Gold Hat " of Knokke-Hiest, Belgium, (twice), the First prize in Istanbul, Turkey, Grand prix in South Korea, "Gold Date" of Bordighery, Italy, "the Gold Egg" of Kroushoutem, Belgium, "the Gold Pencil "of "Satyricon", Poland, and others.
The most important art achievements are:
In 1992, was awarded as "The Best Artist in a Cartooning" after international Peers interrogation,
“Gold pen”- the highest Russian professional artist award. 2003,
“The Best artist of the world”,- Grand prix of the XVI Amadora International cartoons festival, Portugal, 2005.

7th Barakaldo

Conditions
The city of Barakaldo organizes the "New technologies" seventh international contest of pictorial humour and flash humour.
The cartoonists will send a work of illustrated humour or FLASH in relation with new technologies which have a considerable impact on the day to day life (i.e. internet, biology, space, telecommunications, medicine, etc...). The idea is to help citizens to think about the new grounds for scientific progress.
Non-animated category 1st Prize 2006: Marcin Bondarowicz / Poland (see right above)
1. Applicants:
The competition is open to everyone, especially with no regard of age. Each applicant can present a maximum of three piece of work. The works of the authors who won the Hermes prize the year before will not be taken in consideration.
2. Form and size:
The scenes and characters will have to be originals and of proper creation. The works can be drawn in black and white or in colour. They can be either static or with motion. As far as the motion piece of work is concerned, it must not weight more than one mega. The works will have a length of one page that will not exceed 800 x 600 pixels, with a minimum resolution of 72 pixels per inch.
The authors must not include their name or any other information about themselves on the works. Otherwise, they will be eliminated from the contest.
3. Languages:
Only two languages can be used: spanish and basque. Nonetheless the panel will take into consideration works of pictorial interest without text, proceeding from artists of places where these languages are not used.

4. Presentation:
Applicants will send a e-mail with their names, surnames, address, date of birth, passport number, telephone number. They will send this e-mail with the file of the picture in format JPEG, GIF, GIF animated or FLASH.

1st International Saloon of Humor for the Amazon Forest / Brazil
1. Dates:
Registration extended: until September 26th.
Result of the previous selection: September 2007
Result of the selection by the International jury and the releasing of the final result: October 2007
2. Participation: All cartoonists, professional or not, are allowed to submit original works, since they have not been awarded in other saloons up to the deadline for registrations. Each author may submit up to 3 (three) works developed under any technique, including those ones done by computers. For each work sent, one entry form must be filled up. 3. Theme: Humor for the Amazon Forest
4. Sending the works: All works, including those ones drawn by hand, must be sent by e-mail, resolution 300 DPIs, color mode RGB, JPG (average quality - 5) or PDF up to the limit of 1,5 MB for each work. Each e-mail must contain only one work and it must come with the respective entry form.
5. Prizes:
5.1 The guiding criteria for selecting and awarding will be:
Creativity.
Originality (The work must not have been published in any kind of media and must not have been awarded in this kind of competition either).
Quality of the drawings.
5.2 Prizes: The prize for the first place will be R$ 10.000,00 (Ten thousand Reais) plus a trophy and a certificate. The second and third places will receive trophies and certificates. The jury may give honorable mentions to the participants.
The awarded works will be part of the brazilcartoon Artwork Collection.
Prizes not taken in 90 (ninety) days after the releasing of the results will become worthless.
The value of the prize for international works will be converted to dollars according to its value on June 27th 2007, date of the beginning of the competition. The prize will be paid in March 2008.
6. Copyright: By submitting their works, the authors transfer automatically all copyright of their awarded works to brazilcartoon, which may use the works freely. The awarded works will be part of the brazilcartoon Artwork Collection.
7. Disagreement on results: If the jury verifies any kind of fraud or plagiarism on one or more works, it will cancel the prize. The works will be on the website http://www.brazilcartoon.com/ in October 2007 and the results may be contested up to 10 (ten) days after the opening of the saloon, supported by proper proves of any mistake made by the jury. Works sent that are not according to these rules and regulations or those containing any kind of plagiarism will be automatically excluded of the contest.

8. Judgment
8-1) The president of jury group is Dachuan Xia, well known artist and the secretary-general of China artist's association cartoon committee.

8-3) Biennial will announce the result on November 1, 2007 on web site. At the same time organizer will contact the winning artists via postal mail or e-mail.
9. Prizes
9-1) Grand Master prize –Master Cup plus 2000 US Dollars (after tax).
The winner will be invited to Beijing for ceremony and one week holiday, the organizer will cover the traveling tickit and hotel.

10. Copyright and selling

10-2) All the works will be available for selling base on selling price given by authors. Organizers will keep 10% of the selling price, the others will be remitted to authors directly, but the authors should bear the tax according to the Chinese tax regulations.
11. Catalog
The authors whose works have been selected will receive one copy of the catalog made for the contest.
12. Provisions
12-1) The submitted works will not be returned. They will be collected in "Master" Illustrators's house.
12-2) Participation in the contest means the complete acceptance of all the above conditions and agreements with jury's decision.

2nd Competition of a Caricature and a Short Comic Strip 2007

1. THE PORTRAIT CARICATURE "ŽIKIŠON" WITHOUT WORDS. How do caricaturists imagine "Žikišon" and his life time?
2. THE CARICATURE WITHOUT WORDS – FREE FORM.
For both of categories you can send up to 3 works on A/4 size of paper, up to 200 KB by E-mail, any technique is allowed.
3. THE SHORT ALTERNATIVE COMIC STRIP – FREE FORM. A board needs to content up to 6 squares, A/3 format, up to 400 KB by E-mail, any technique is allowed, up to 3 boards in a work or 3 boards of a single strip.
The competition will be opened and free for all of the professionals and amateurs, for affirmed and unknown authors from 7 to 77 years of age, for all people on this planet but in the case if someone appears from other planet then we will become the first interplanetar competition.

ZIKISON (1885 - 1950) was a satirist, a caricaturist, an editor, a publisher, and a printer. Between two wars in Serbia he was an actuator, a co–author editor of many newspapers for humor and satire. He has been suffering and imprisoned by Communist Regime in 1949. Soon after that torture and seizing his property, he died in 1950.

State and Religion
Where does one begin and the other end?
A century ago the French decided that question and separated legislatively these two important institutions. This decision became a universal standard and entered the constitutions of many nations. It was believed that the harmony was established and all the interested parties were satisfied. Unfortunately, in the constantly-changing world one or the other side tries to undermine that balance. We see how the ruling elites oppress the believers and disallow any sign of religious worship. Or vice-versa, the ruling group attempting to fill their own ideological vacuum begins to play with religion. There are nations where religious leaders seeking the highest reaches of political office forget about their flock.
The conflict between religious and secular parts of the community flares up often and Russian political scene is no exception to this tendency. The rising clout of Eastern Orthodoxy doesn’t limit itself to caring about worshipper’s souls, and the populist government does everything to encourage the influence of the church on the citizenry. In situations where non-commercial organizations lose their basic rights, the church is provided with various financial and political privileges. Things have gotten so bad that 10 Russian academics sent a letter to the President asking him to safeguard the secular character of the nation.
Wherever there is a conflict, a cartoonist will always find something to write about. We invite international cartoonists to tell us their thoughts on each of the questions discussed.
Contest rules and regulations
1. The theme of the contest is “State and Religion."
2. Everybody can participate in this contest. The number of entries is unlimited.
3. The best works will be exhibited at the CARTUNION site: http://www.cartoon-expo.com/ .
4. Two artists will be awarded with "The Complete Cartoons of the New Yorker" (on CD and in print) that sells for $60.
5. Format: JPG or GIF. 100 dpi. The largest side of the image should be 650 pixels.

RULES AND REGULATIONS OF THE CONTEST
TOPIC: shopping, price, sales, payment, bargain, money, bar code, action and shop.
Entries must be A3 (297 x 420 mm) of size.
Each applicant may submit an unlimited number of entries.

EcoCartoons 2007 - Peru

Third International Contest of Ecological Graphic Humor - EcoCartoons 2007
The «Pontificia Universidad Catolica del Peru» and the «Grupo de Apoyo al Sector Rural» convoke the Third International Contest of Ecological Graphic Humor «ECOCARTOONS 2007». Caricaturists, graphic artists in general, amateurs and professionals are called together, without age limit from all over the world.
• The principal theme of the contest is: WATER.
• The works must reflect ideas related to the ecology with humor or satire.
• Evaluation is based on how well representation of humor and satire is esthetically reached, language can be direct as well as symbolic.
• The technique is totally free.
• Each participant can present an unlimited unpublished works in format A4 (21 x 30 cm).
• The works must not contain text elements (works made by computer, laser printings or photocopies will not be accepted). Information about the name of the author, local address, E-mail or Web address and country of origin must be indicated in the reverse of the sheet.
• Each participant confirms with the delivery of his works the acceptance of the bases and that they will be part of the exhibition the day of the awards ceremony, as well as part of itinerary exhibitions in cities of Peru and in different countries. All works will represent their country of origin in the museum of graphic ecological humor of the Pontificia Universidad Catolica del Peru.
• The jury will be integrated with members of sponsors institutions and enterprises, event organizers and the best representative personalities of graphic humor in our country. The decisions of the jury are unappealable.
• Deadline is on Sep 30. Works awarded will be announced on Oct 30, in an official ceremony at the Cultural Center of the Pontificia Universidad Catolica del Peru. The organizers of the event will inform the winner by telephone, e-mail or through the embassies or consulates.

An activity inherently associated with the physical well-being of the human body is now surmounted by the platitude of the machines that surround the process.
The days of ''healing-touch", and an emphatic year of a neighbourhood physician are fast being replaced by the regular hum of a machine taking stock of your full body.
Scans, Monitors, reports, tests, x-rays, and more artifacts like these dominate the health landscape today. But this is not all that bad as it has also helped improve the quality of healthcare.
Now, this is the theme for the cartoon contest. The participants have to highlight the chasm and the charm created by the use of Technology to aid Health.

Contest on Road Education

REQUIREMENTS
1- Any professional or amateur artist is allowed to participate in this contest.
1.a- If the participant is a minor, he or she has to present a certificate guaranteed by a responsible adult.
1.b- It is allowed to participate individually or in groups. Minimum one, maximum two contestants.
2.- Those who work for 'Vialidad Nacional' as employees and those who organize this contest are not allowed to participate in it.
3- The topic of this contest is "Road Education" (intended to educate the community about traffic regulations and raising awareness about the importance of obeying these regulations).
It is divided into two categories:
A) Aimed at adults. (The adults are the target)
B) Aimed at children and adolescents. (The children and adolescents are the target)
4.- The participants can send a maximum of three works, only if these drawings were not previously awarded in other competitions.
5.- Any pictorial technique can be used. The shape of the paper has to be A-4 format (210 mm x 297 mm) or proportional. The sheet of paper can be horizontally or vertically used.
6.- The works have to be sent only by e-mail to salonhumorgraficovial@gmail.com after being scanned at 300 points of resolution in JPEG or JPG format (maximum 5 Mb each work)
7.- The deadline for the presentation of the works is November 16th, 2007.
8.- In tandem with the works, there has to be attached an oficial form with the author's name, surname, address, telephone number and photograph.
9.- The first prize will be the equivalent amount of 1,000 US dollars, the second prize will be of US$ 600 and the third prize will be of US$ 300 in Argentinean currency in each category. If the authors of the winning prizes are minors, the corresponding prizes will be given to the adult legally in charge. After the evaluation of the works, the jury might consider that there is no winner for one or more than one category.
10.- The decision of the jury can not be appealed.
11.- A notification saying who the winners are is sent. If the winners do not reply this notification within fifteen days (from the day when the notification is sent) this prize will be considered vacant. If the jury is willing to, it may choose a new winner for that vacant prize.
12.- The organizers of this contest will not be in charge of paying any extra or adittional expenses. They will only pay the ones explicitly mentioned in this document. Besides, the organizers are not bound to any contractual and non-contractual responsibility by using the winners' works.
13.- The members of the jury will be announced after the winner is officially declare.
14.- The authors of the winning works will be informed by e-mail or by telephone. If the winning works were made by more than one person, the amount of money of the prize is the same (see point 9) and it is the winning group responsible for deciding how to divide the money among its members.
15.- The exhibition of the works
15.a- The first 250 selected works of each category will be exhibited in a gallery in Santa Fe city (Argentina) form December 1st to December 9th, 2007.
15.b- The awarded works, plus the ones that received honourable mentions and those especially chosen by the jury will be exhibited on December 1st and 2nd, 2007 in the 'Sala de Exposiciones DNV 07 del 7th Distrito Santa Fe de la Direccion Nacional de Vialidad'.
15.c- The awarded works, plus the ones that received honourable mentions and those especially chosen by the jury will be published in a magazine. This magazine will be given free of charge to the general public.
16.- Once the contest if finished, the winning works will be also shown on the http://www.vialidad.gov.ar/ site.
17.- The organizers of the contest have the right to publish and reproduce the winning works without the authorization of the author('s). Therefore, the organizers have no legal obligation towards the author(s). Vialidad Nacional can publish and reproduce the works by different means and within local, national and international boundaries.
18.- Vialidad Nacional DVN 07 assumes the commitment to announce publicly the identity of the author(s). (According to law No 11.723 de Propiedad Intelectual y sus modificatorias)

4th Lodi - Italy

4th Edition of the International Prize of Humour and Custom Satire
RULES
The Province of Lodi and the town of Codogno with the help of public or private organanization and institutions are going to proclaim the 4th Edition of the International Prize of Humour and Custom Satire entitled: “Giuseppe Novello: a good family man”.
Both professional and amateur graphic artists can participate to the competition, by sending unpublished works together with the enrolment form . Only original works will be accepted, that is, works never published in any kind of magazines or exhibited in shows.
PARTICIPATION
Each artist is allowed to participate with 3 works at most, regarding the following theme: “Environment”,
Whole works have to be part of the competition spirit and deal with humour and custom satire. For this reason, works about political satire will not be accepted, as well as drawings offending against decency.
It is important also to remember that only the following paintings techniques are permitted: pencil, Indian ink, watercolour, coloured ink, felt- tip pen. All works will be examinated by a Jury and the winning drawings will be exhibited in the Show of the International Prize of Humour and Custom Satire that will be in Codogno from 10th November to 9th December 2007.

14th Antiwar Cartoon Salon "Kragujevac 2007"
The City of Kragujevac remembers the most brutal atrocities in Kragujevac when on 21st of October 1941 the Fascists executed several thousand civilians and sincerely hopes that such atrocity will never repeat and that the peace in the world will prevail.
The City of Kragujevac announces International competition 14th Antiwar Cartoon Salon "Kragujevac 2007"
Deadline: 10 September 2007
The international jury will make the selection of the submitted cartoons and decide which works will be exhibited and published in the salon catalogue. Also, the jury will award the following prizes:
Gold plaque & 1000 US$
Silver plaque & 800 US$
Bronze plaque & 500 US$
Award of the Mayor of Bydgoscz ( Poland ) in the amount of 750 €
Award of the City of Ingolstadt ( Germany ) in the amount of 500 €
Award of the City of Bielsko Biala ( Poland ) in the amount of 500 €
Award of the City of Suresnes ( France ) in the amount of 500 €
Award of the City of Pitesti ( Romania ) in the amount of 500 €
The cartoonists and fine artists from all over the world are invited to take part in the salon. The applicants should submit the maximum of 3 ( three ) original works on the antiwar topic and understanding and solidarity among the people, which are not been previously awarded on some other international competitions.
The dimensions of works should be maximum 35 x 35 cm, art technique is at the choice of the artist. Also, electronic form with original signature of the author should be submitted. On the back of all the cartoons should be written the personal details about the author: name, surname, address, phone/fax, e-mail.
The works should be sent by September 10, 2007.
The jury session will be held on September 14 and 15, 2007.

The Salon Exhibition will be held within October festivities in the Gallery of National Museum in Kragujevac. The opening night is scheduled for October 20, 2007.
The Salon reserves the right to exhibit and reproduce the cartoons sent to the competition without any remuneration to the authors.
